To create a personal Wi-Fi hotspot using your Internet enabled Android mobile phone, simply follow the steps below:

Go to Settings > Wireless and Networks and then press the Tethering and Portable Hotspot option.

Enable the Portable Wi-Fi hotspot option. If you notice, in the screenshot on the left, my phone has displayed a message that the Portable Wi-Fi Hotspot AndroidAP9981 is active.
